STeering wheeler has a pump - When the engine runs, the steering wheel is smooth and easy to steer because the pump helps
It needs steering fluid for the pump !
If the engine is off, very difficult (too heavy) to rotate the steering wheel !
Steering wheel system : steering wheel, pump, fluid, reservoir, hoses.
